Just out of curiosity, why is Dragon Hammer considered a variation of Surf. Yeah, Surf, Petal Blizzard, and it share the same Base Power/PP/Accuracy, but Dragon Hammer is the only one of the three that doesn't affect all adjacent Pokémon on the field, it only can target one Pokémon. Dragon hammer is not listed in the actual move variations page, and Variations of Surf said that the moves affect everyone adjacent instead of a specific target. So, what you are saying is correct.
